USDA BioPreferred ProgramLes organismes fédéraux et leurs contractants doivent acheter les produits avec la plus haute teneur en composés biosourcés. Ceci est valable pour les achats cumulés d’au moins 10000$, sous réserve que le produit en question soit disponible, répond aux standards de performance admis, à un prix raisonnable.

Tout fabriquant ou vendeur peut postuler au programme, si ses produits répondent au minima de composés biosourcés, tels que définis par le ministère de l’Agriculture américain (« USDA »). Le programme inclus tous les produits indépendamment de leur provenance. Les détails du programme d’achat préférentiel sont disponibles dans le registre fédéral.

Le « Farm Bill » de 2002 définit les produits d’origine biosourcée comme des produits commerciaux ou industriels (autres que toute forme alimentaire, destinée à la consommation par les hommes ou les animaux) qui sont en grande partie ou totalement constitués de composés biolsourcés, matériaux agricoles renouvelables (incluant plantes, animaux, et ressources marines), ou de ressources forestières. Méthode de certification des produits selon ASTM D6866

Les postulants au programme BioPreferred peuvent justifier du contenu biolsourcé de leurs produits en fournissant des résultats d’analyses effectuées selon la norme ASTM D6866. Ces produits sont ensuite intégrés dans le catalogue du programme, auquel les agences fédérales se réfèrent quant à leur approvisionnement.

Programme BioPreferred de l’USDA

L’USDA est à l’origine du programme BioPreferred, qui a été créé pour satisfaire aux exigences de la section 9002 du « Farm Security and Rural Investment Law » de 2002, imposant aux agences fédérales de favoriser les achats de produits avec la plus haute teneur en composés biosourcés. Ce programme préférentiel des achats a commencé en 2005.

Le « Farm Bill » de 2002 a été élargi en 2008 pour encourager l’usage des produits d’origine biosourcée par le grand public. Le programme d’étiquetage volontaire BioPreferred a été lancé en février 2011, afin de sensibiliser les consommateurs et favoriser l’achat de ce type de produits, tout en encourageant les fabricants et vendeurs à intégrer la biomasse à leurs produits.

Les produits entrant dans les catégories du programme fédéral doivent se soumettre au processus de validation afin d’obtenir le label de l’USDA. Leur contenu biosourcé doit être testé selon la norme ASTM D6866, dans le cadre du programme d’étiquetage volontaire.
