USDA BioPreferred Program requires ASTM Method D6866O Programa Voluntário de Rotulagem tem por objetivo ajudar os consumidores na identificação dos produtos de base biológica que estão comercialmente disponíveis. De acordo com este programa, os que conseguem a filiação ao mesmo (fabricantes e distribuidores) podem afixar uma etiqueta específica do USDA em seus produtos e materiais promocionais, desde que seus produtos atendam os requisitos do Programa BioPreferencial. O conteúdo mínimo de base biológica foi definido pelo Programa Federal Preferencial de Aquisições do USDA. Os produtos que não pertencem às categorias existentes, no âmbito do programa federal de aquisições, também poderão ser elegíveis, desde que tenham um conteúdo de base biológica de pelo menos 25%.O conteúdo mínimo de base biológica para todos os itens está sujeito a mudanças. O USDA pretende aumentar o conteúdo mínimo de base biológica ao longo do tempo e com o avanço das tecnologias usadas na fabricação de produtos de base biológica.
De acordo com o USDA, os produtos de base biológica são produtos comerciais ou industriais (excetuando os alimentos para consumo humano ou animal) compostos, na sua totalidade ou em uma proporção significativa, de produtos biológicos, insumos agrícolas renováveis (incluindo plantas, animais e insumos marinhos), ou insumos florestais, tal como estabelece a “Farm Bill” (lei agrícola dos EUA) de 2002. Método ASTM D6866 Requerido

Além das informações sobre o produto, os solicitantes precisam fornecer os resultados da análise feita através do método ASTM D6866 como evidências do conteúdo de base biológica do produto, bem como a documentação que confirma que o laboratório utilizado está conforme com a ISO 9001. Os solicitantes também devem fornecer ao USDA os nomes pelos quais os produtos são conhecidos no mercado, os dados de contato e a URL do website correspondente (se estiver disponível).

Seguindo o método ASTM D6866, o USDA pretende realizar análises ocasionais e aleatórias de produtos certificados para garantir que os mesmos atendam aos requisitos mínimos referentes ao conteúdo de base biológica.

PRODUTOS MÚLTIPLOS –No caso dos produtos com um conteúdo de base biológica semelhante mas com formulações levemente diferentes, oUSDA permite a análise de conteúdo representativo de base biológica se a formulação do produto não varia mais do que 3%.

PRODUTOS DO CATÁLOGO BIOPREFERENCIAL – Os produtos que já fazem parte do Programa Federal BioPreferencial de Aquisições precisam ser novamente testados para que seu conteúdo de base biológica seja determinado através do método ASTM D6866, exceto aqueles que foram testados entre os dias 20 de fevereiro de 2010 e 20 de fevereiro de 2011, por parte de um laboratório independente e aprovado. Os solicitantes cujos produtos tenham sido analisados para determinar o conteúdo de base biológica dentro deste período devem declarar esta informação na seção “Legacy Tests” do formulário eletrônico, o qual pode ser encontrado no website do Programa BioPreferencial. Os solicitantes também precisam preencher um formulário adicional fornecido pelo USDA por email. O USDA obterá os resultados da análise diretamente do laboratório correspondente e dará continuidade ao processo de consideração da solicitação feita.

Rótulo BioPreferencial do USDA

O rótulo do USDA consiste de um selo que mostra a porcentagem do conteúdo de base biológicae uma das três seguintes frases (em inglês): Produto de Base Biológica Certificado pelo USDA, Produto de Base Biológica Certificado pelo USDA: Embalagem, ou Produto de Base Biológica Certificado pelo USDA: Produto e Embalagem. As letras “FP” aparecem no selo dos produtos que também fazem parte do Programa Federal Preferencial de Aquisições.

O Programa Voluntário de Rotulagem também se aplica aos produtos importados vendidos nos EUA, desde que os mesmos atendam aos mesmos critérios que os produtos de base biológica fabricados nos EUA. Mesmo nos casos em que os produtos são considerados em seus países de origem como sendo de base biológica, os mesmos só poderão levar o selo se atenderem determinados critérios do USDA.

Não há um prazo determinado para fazer novas solicitações. As solicitações feitas ao Programa Voluntário de Rotulagem são avaliados de acordo com a ordem de chegada. As empresas só podem usar o selo em produtos de base biológica que foram descritos em sua solicitação e depois de receberem o certificado correspondente do USDA. Os que tiveram suas solicitações rejeitadas poderão submeter solicitações revisadas para que sejam novamente consideradas.

A certificação só permanece válida se o produto certificado continuar mantendo o conteúdo mínimo de base biológica. Se o USDA vier a rever os níveis mínimos requeridos, o produto certificado deve atender ao novo requisito para que possa continuar usando o selo.

A Beta Analytic passou a fazer parte da “American Society for Testing Materials (ASTM) Subcommittee D20.96″como co-autora do método ASTM D6866 para a análise do conteúdo de base biológica. Este padrão, que foi adotado em julho de 2004, é uma aplicação industrial de datação por carbono. ASTM D6866-04, ASTM D6866-04a, ASTM D6866-05, ASTM D6866-06, ASTM D6866-06a, ASTM D6866-08e, ASTM D6866-10 ASTM D6866-11 são versões anteriores deste padrão. A versão atualmente em vigor é a ASTM D6866-16. Este método é mencionado no Programa BioPreferencial do USDA como “ASTM Method D6866.”

O “Center for Industrial Research and Service” (CIRAS) da Universidade Estadual de Iowa de Ciência e Tecnologia, sob o comando do USDA, ajudou a definir o conteúdo mínimo de base biológica necessário para o Programa BioPreferencial. Até junho de 2004, a Beta Analytic havia analisado mais de 200 produtos de base biológica para o centro CIRAS, tendo entregue os resultados no prazo de uma a três semanas. Beta Analytic, um laboratório que trabalha em conformidade com a ISO 9001, tem provado ser um prestador de serviços confiável ao longo dos anos.

A Beta Analytic presta serviços de análise do conteúdo de base biológica. A empresa não é afiliada ao Programa BioPreferencial do USDA.
